New proposals are reviewed before they appear, to keep out spam. Once approved, everyone can vote on them.
One vote per browser, and you can change it any time. This is an open vote, not an identity-checked one: it is easy to take part, and — being honest — someone determined could vote more than once from several browsers. The result is the community's clear signal, not a binding tally to the last vote.
